The couple of volunteers that I know went to Warwick came home after personally seeing a divine clusterf*ck. Tales of tearing out old word that had been done as it was wrong or did not pass inspections. Sometimes TWICE. Supposedly this is why they are stressing experienced professionals.
Think of a "quick build" operation. If the labor wasn't free it would be twice the cost of commercial construction.
