There are a large number of JW’s who are actually celebrating birthdays but calling it something different. This was probably the case was toasting and this is why they had to bring about the change.
Loads of families are having happy day parties a few days either either side of their kids birthday
Now disfellowship has been changed to no longer a Jehovah’s Witness I wonder would someone really have the announcement made? They are no longer chose witness if they had one of these happy day parties
Sometimes it’s the elder. They hire a hall for their kids and invite all the family from the congregation and then invite people to entertain us and have a big cake but it’s usually got a football or a race car or rainbows and unicorns. They don’t actually say happy birthday, but that is what it is.
I can see very soon now one of the new younger members of the governing body coming out on the next update and saying the governing body has no objection to someone celebrating birthdays
