Well, Richard Oliver may have a point - but the important question is whether your friend's wife perceives the brother's overtures as flirting.
Did she give him the lotion?
If not, what did she say to him?
To be honest, if she perceives him as flirting with her - and believes it is wrong - she needs to tell him to stop it. Some men are conveniently "unaware" of the impact on women of their "innocent" overtures, so she does need to be like a stuck record if he persists.
But, yes, his asking your friend's wife for lotion in your presence does seem odd.
