Well this is clearly a move dictated by the Legal Department. You've got to realize that the Society is run by mindless beaurucrats and soulless lawyers. Much like the rest of the world.
This is a move based on anticipated and pending litigation. It's a strategy move to help them in their upcoming court battles. They know there have been thousands of women and children abused and they know each one is a potential lawsuit, so this move is all about trying to keep information out of the hands of those lawsuits.
Remember Deep Throat's advice in All the President's Men? Follow the money. Do that with the Society, everything they do, is about making it or protecting it. Nothing else matters to them.

All of this is very typical.
Once the CO was directly asked if a known pediphile came into the congregation could you warn others. The answer was absolutely not. The elders were to in a sense "babysit" the person. They had to make sure he never worked with young ones in field service and if they were getting friendly with a family to talk to him- NOT the family. The problem is you cannot watch a person 24 hours a day. The elders and their families would be protected but not the rest of the congregation.
They are more worried about protecting $ and reputation than in protecting the congregations.
They have been saying for years that they have no clergy. They've used it as a selling point. I don't have my literature any more but I'm sure somebody here can find a couple of relevant quotes. There public doctrine has been that they have no clergy. I doubt that they will be able to convince a judge that their "real" doctrine is that they do have a clergy. If they don't have a clergy they can't claim clergy-penitent priviledge. End of story. If somebody can get that if front of the judge, they could be in a world of hurt.
