You're kinda right... "and" is only used to indicate the decimal point. I guess it would read 100.044, but it should be "thousandths" not "thousands"...
What I hate seeing is prices at convenience stores that read something like "2 liter pop for 0.79¢!" I hand them a penny and ask for change.
