As far as I know only the CIA has spy sattelites.
They cannot monitor movements. They take snapshots of a location every 90 minutes because they are in close orbit to the Earth. They are useless at tracking someone and almost as useless at monitoring someone. Its not much better than a U2, basically flies over and flies out, flies over and flies out. A pair of Global Hawks could probably monitor someone though.
