okay, i found this:

and from this whole account, since the members of FOCUS seem to be all former members of CAN, and the members of ReFOCUS were all members of FOCUS, and Mr. Shiel left his position in 1995, that could reasonably be ASSUMED that he was with CAN originally and all the way up to the beginning of ReFOCUS, but it doesn't actually SAY that, you would have to extrapolate it.
I wonder though:

3) Mr. Hassan appears to have left in 1988, Mr. Shiel in 1995 (if this document is correct and those are reasonable interpretations, and they ARE just interpretations). The whole Jason Scott affair seems to be in the mid 1990's, right around the time Mr. Shiel departed. So who was present, and responsible for what?

I found this, which gives the date of Jason Scott's abduction as 1990. the lawsuit was filed I think in 1994. verdict 1995. Still looking.
