I would say No. He thinks WTB&TS has done a great job in "spreading the gospel" and distributing important truths such as the ones relating to the Name, the Trinity etc. - but that sad, regrettable, negative trends have now overshadowed that, so that the original and positive aspect in the minds of people is on the point of disappearing. Hence a reform is necessary.
