FBI ARRESTS SEVEN FOR TRAVELING TO HAVE SEX WITH A MINOR, EIGHTH FOR DISTRIBUTION OF CHILD PORNOGRAPHY
Richard T. Garcia, Assistant Director in Charge of the FBI in Los Angeles and Daniel Dzwilewski, Special Agent in Charge of the FBI?s San Diego Division, announced today the arrest of four men in Los Angeles and three in San Diego on charges of traveling for the purpose of engaging in sexual acts with a minor. An eighth individual was arrested in Orange County, California, in connection with this case and is charged with distributing child pornography.
According to multiple criminal complaints filed in U.S. District Court on Saturday, February 12 th, 2005, this case was initiated in November 2003 when an undercover FBI Agent obtained information in furtherance of an investigation into allegations that an individual was engaging in sex acts with a minor male. During the course of the investigation of these allegations, the undercover Agent identified various additional individuals with similar intentions of traveling interstate for the purpose of engaging in sex with minors, according to the complaints.
This information led to a continuation of the FBI?s undercover investigation. Seven of the defendants made arrangements through the undercover agent to travel internationally by way of Southern California on February 11 th, 2005, in order to engage in sexual relations with minor boys. According to the complaint, the defendants specified their preference with regard to the minor?s age and type of sexual activity.
On February 11 th, 2005, the seven traveled to Southern California for an overnight stay in either San Diego or Los Angeles. The following morning, after arriving at their designated location (four in Los Angeles and three in San Diego), each was taken into custody at their respective locations without incident.

Paul Ernest Zipszer, 39, of Deltona, Florida.
A fifth individual, Jeff Devore, 53, of Fullerton, was also arrested on Saturday in connection with this investigation. Devore is alleged to have distributed child pornography to the undercover agent during this investigation.
Richard Garcia stated, ?This investigation exemplifies the FBI?s commitment nationwide, and the commitment of our local, state and federal task force partners, to finding child predators within the United States and beyond our borders. Today?s charges are a good indication that the well-being of multiple children has been protected.?
