I think this might still work. The key is (a) pseudo-moving accross the country (so the elders' won't know anyone in the new circuit) and (b) have your acomplice pose as the new-Secretary and contact the old one and request the records.
As long as your accomplice "speaks the fine language" (i.e. cult-talk) this should work -- hopefully???

I had a glance through it this week to find the Right of access to personal data. I like to know if you have a similar right in Canada, Down Under and in the US but here you have the right to be given a copy of any information held about you. There?s a £10 admin charge and I believe that the holder of the information is given 40 days to respond. I know someone who did that. He told the elders he was moving to another congregation, where his cousin was the Secretary. The cards were sent, and he gave them to them and he got rid of them, for both himself and his wife.
Obviously the cousin was in on it, and is still active, but reluctantly.
