Yes it is about working with new persons in the ministry and their understanding of the beliefs of JW. several points as to thier qualifications are lined out. Is their live in harmony with the scriptures, on issues of marraige, homosexuality and fornication , and are they regular at the meetings. The elders have to determine if they are living up to bible standards. etc. before they go in the preaching work.
