used in rugby league and union..cricket..but not in soccer unless its for foul play after game that was missed by the ref
this leads to plenty accusations of conspiracies esp for offside decisions and over the goalline...last world cup was rife with theories of decisions favouring the home teams..korea and japan..italy were especially disgruntled

As to the "Holy Roller" play against the Chargers...It happened to be the 3rd game of the regular season...NOT the playoffs...AND the play was totally legal at the time. They changed the rule afterword. That pales in comparison to losing in the playoffs.
