ALL numbers are fake. not only the different possibilities to count hours, but also simply faked numbers. i somewhen got used to write 4 to 6 hours on my sheet even if i didn't go, or only one hour or less. i know, a lot of people do that, especially the young ones. also the attendance-numbers are pretty much faked, due to the counting-versions. some count only the publishers, some the persons who could possibly contribute to the meeting, some count everyone but the babies, some count everyone including the babies... yeah. numbers. never trust statistics you dind't fake yourself.

the other big change i noticed in the annual reports is that growth now uses peak publishers of years rather than avg publishers.

when they said that anyone could report time if they did just 15 minutes in preaching in a month.
Actually this is only for the elderly and infirm and the elder body has to approve it. Just Joe/Jill Blow Publisher cannot just turn in 15 minutes/month and be counted as a publisher. This is the official stance anyway. Will elders adjust it, who knows? But it does bring older ones in nursing homes and homebound back into the statistics.

I used to leave the house at 7.30 in the morning and start my time--Go to the walmart and place a tract on a windshield- then go to Mcdonalds and eat breakfast- then go to the hall to meet for field service-Then when assingments was given out i told them i had a study to go to and the person only wanted one person there--Of course i had no study--Time still beeing counted since 7.30--I leave the hall and go to the walmart and place a tract on a car then go to Mcdonalds again for a hamburger and coffee--Leave the walmart then go to Pep Boys to pick up parts--Then come home to put the part on my car--Come in house and watch some western movies--Then leave home around 2 and go back to the hall to see if anyone was there--Usually there was no one there--Clock still working--I then go to Kentucky Fried and eat--Read the newspaper then look at my watch it is 4 in the afternoon- I then head for home and enter the door at 4.30--I just got 9 hours in--Im temporary pioneering so i will have my 60 hours in this week--Oh well--They all do it--Hag

Blondie clarified the new 15-minute rule (above), but in answer to your question about its impact on the numbers:
At an elders' school less than 3 years ago, at which this 15-minute exception was first announced, the conductor stated that in a country where they had "tested" this rule, it led to an increase of about 2% in publishers for the year.
This tells us:
1. The WTS ran a pilot program before introducing this new concept, apparently to determine if it would increase the number of publishers. If it had not led to an increase, would they have still done it? Who knows.
2. The WTS is VERY interested in anything that will let them produce an increase (even if it's not an actual increase) and they are not above manipulating the numbers if it meets their goals.
3. The numbers for the past two years are inflated by about 2% worldwide -- which means that the 0% "growth" in the U.S. last year was actually -2%.

On this board alone I have seen how many ''publishers'' exaggerated their hours - multiply it. I have NEVER seen anyone admit they do the opposite. IF the final (large % exaggerated) figures are submitted to HQ - maybe THEY TOO exaggerate them and round them up ?

Jehovah's Witnesses lie about their numbers all the time. Here's how it works:
Number of hours: you've got to be kidding. This number is a joke and countless
Witnesses know it. Consider the famous 'pioneer stroll', the pushy
elders calling you on the phone for time, the coffee breaks, the
"calls on the other side of the county" , AND the wildly unproductive
ratio of hours spent per convert.
Number of publishers: see above! "Now, sister, you must have put in some time
this month!" Another facade, another pretense.
Number baptised: OK, I'll buy that the number dunked is accurate but I know better
about what that number actually represents! You see, I used to
oversee baptisms! I grew depressed because Witness kids
(nearly all of the baptisms in many places) clearly didn't take it
seriously! They stood in line as if waiting for lunch at school.
They needed to 'get baptised' to please mom and dad .. and get
to use the car or get college money or whatever. Why do you think
so many Witness kids get df'd within a short period of time
after getting baptised?
Number of pioneers: see " number of hours" above. Remember when regular pioneers
put 100 hours a month? 90 hours a month? Much of this is
kids pleasing mom and dad until they can leave home - or older
sisters doin' the pioneer stroll and killing time. I hated taking the
group out in service with these latter types - they were
depressed and miserable until they could figure out what
chronic illness could get them of the pioneer rolls.
The GB doesn't have to fudge the numbers. Local elders and publishers are eager to
do it for them.
