I was given an " explaination" of this story by JR Brown at one time.
His thoughts were that since the son was returning to the household of his father, he had already repented in his heart because he knew that the only way his father would receive him back would be only if he had changed his ways and was repentatnt.
Therefore his father did not need to hear those exact words. By his actions he implied that he had repented.
as usually, leave it to a dub to change the meaning of a scripture.

I have yet to hear "clergy" make Statement #1 but they certainly would Statement #2.
Most of the clergy I've heard over the years have said statement #1 more than statement #2 - Either way though, it's not good.
I've never seen the WT interpretation of the parable before but having read it, yes they certainly have twisted their interpretaion. I especially like the way they decide that the older 'prodigal who never went away' is outside the organisation along with the younger, rather than admitting (like the Pharisees) that this brother refers to the judgemental and unforgiving attitude found within the organisation, which makes them the unrepentant ones in need of the father's forgiveness.
