I think that is exactly what is going on with some of our lovely citizens down there.
Isn't there a famous quote that say something like society is only two meals away from total chaos? Rimmer said something to that effect on Red Dwarf (if you watch RD) but that's not exactly the one I'm thinking of.
As I mentioned in anothe rthread, there is also the fact that NO was the murder capital of the US as recently as a decade ago and it still had a murder rate ten times the national average.
As has been noted already, there are most likely a small number of people acting like animals in NO right now. The vast majority are probably stressed, scared, pissed and worried, but not intentionally causing other people pain.
The media just jumps on the bad and splashes it all over the front page, giving a warped impression of reality.
