The use of stock media - photographs, graphics, video and music - is very common, and known about - it makes sense for many companies and organisations as it's often the quickest and cheapest method of getting the required results.
Stock music for movie trailers (yes, even big budget movies) is an interesting - and not so well known by the public - niche genre of the stock media industry - and I believe that it is this that the WT used for the video in the OP.
Take a look at the closing credits on the JW Monthly Broadcasts - you will often see stock media being credited.
Anyway, that's all known about and is nothing new....
BUT - having done your research - how do you know the WT stole the music? As you clearly state in the topic title?
You've researched it - so you are not 'making-it-up' - you are making an informed statement that the WT stole the music on a public forum.

No, the article does not quote WT, it seems comments etc have been editorialised by the newspaper themselves:

As reported in a previous post the man was not charged even though he confessed to child services for the province. The elders disfellowshiped him and that was his only punishment. The police did not charge him with a crime.

What this handling by the JWS does is say hey pedophiles try your luck at the JWS religion, if you get caught all they're going to do will do is not talk to you and wont call the police.
The problem here seems to be that, according to the newspaper, the perpetrator himself confessed to the Department of Child Services but they took no action.

Whereas you would need to be 'exemplary' to be used on the 'service meeting' for demonstrations, or to auxiliary pioneer etc
The requirement for the TMS was not as high - though most publishers/elders didn't really realise

Guidelines for School Overseers
Enrolling Students. Encourage all publishers to enroll in the school. Others who are actively associating with the congregation may enroll if they agree with the teachings of the Bible and their life is in harmony with Christian principles. When someone expresses a desire to enroll, warmly commend him. If the person is not yet a publisher, you as the school overseer should discuss with him the requirements for enrollment in the school, preferably doing so in the presence of the one who is conducting a Bible study with him (or in the presence of a believing parent). These requirements are the same as for a person to become an unbaptized publisher. They are found on pages 97 to 99 of Organized to Accomplish Our Ministry. Keep an up-to-date list of all who are enrolled in the school.
The exception to this would be 'school' parts when presented as part of an Assembly such as at a Circuit Assembly - in this case the 'student's would then need to be exemplary - ie their BoE would be happy for them to auxiliary pioneer.
I do think though that that recent WT article has created a 'bit-of-an-issue' - I don't believe the actual policy has changed though, it's just that the GB has reiterated the old policy in a 'current' WT magazine, so have brought it to the attention of publishers....
