It also appears that the bird needs to lay an egg on the catapult and then the egg needs to fly to the land mind and blow it up, but I can't get it to lay. I tried squirting it with the cloud, but still nothing.
I am still trying to figure out the mine thing with the dude on the top shelf. And the fish. And the little butterfly thingy. And the box thing. Oh, and the fan / portcullis thing.

Shining the light towards the "eggs" will make it notice them and pick them up.
If you squirt the bird with the "egg" with the second cloud just before the bird reaches it, the bird will drop the egg onto the catapult. Squirting the first cloud three times, and then quickly firing the catapult will burn the airborne "egg" with "acid rain" and cause it to burn the flag on the side of the building, which in turn will explode the bomb, allowing the man at the top to go past without getting blown up... click on him to make him fall down the stairs.
When the man at the top falls down the stairs, in order to allow him to pass under the suspended box, the moth needs to be sucked into the fan, which distracts the man operating the second lever and allows the courageous (but now anachronistically named) "man at the top" to pass under the box without another risk to his precious life...
The man now at the uppermost lever can then safely release the box and allow the fish to escape, and the man at the middle lever can then pull it and allow the fish to fall into the water...
I think though, that this stage of the puzzle needs to be carried out a bit later... you have to try and work out how the stuff under the catapult works. This is the most tricky part... I think an "egg" needs to be dropped onto all that aerial / antenna stuff directly under the first cloud. I also think that the fisherman needs to catch and eat the fish and that the blob is pivotal in exploding the bomb under the water. The "wave machine" in the bottom left is useful in both these cases.
I suggest trying the first Haptoon first, it's much easier, after almost three days i've figured out the basic principles... I think ...... and i'm well on the way to understanding the principles of the second puzzle but just can't seem to get the timing right...
