Just so that I can follow you, when you say "these people" what kind of people are you referring?
Second, I am not sure how it is there, but as a manager and supervisor, you hire people that are qualified to do the job, you do a background check, get references from other employers and you hire the best person for the job. You then have a three month probationary period, where you access the person's skill level, fit with the company and work ethic, in that case anyone that is not a good worker or has issues, you fire them, it's really that simple.
I have always believed that if one person is giving you a problem, look at the person, but if two or more are giving you the same kind of problem, it's time to do an analysis of yourself...
