That "child welfare" people have condemned Dawkins' words is not in any way conclusive. An industry has built up around the crime, and if there aren't a sufficiency of victims, some may be invented, or other remarks attacked. The industry needs to keep going and to keep the myriad of people involved in public or private sector employment.
As a leading atheist rationalist, Dawkins has a long list of enemies who would love to take him down. I don't see any evil in his words. In order to judge him, these words do need to be read - and not another's spin on them.

At the time this photo would have been taken, in the early or late 1930s (Knorr must surely be at least 25 years old in it), F.Franz was not an important person in the johos. While 12 years older than Knorr, Franz joined the writing/editorial staff as a Bible researcher and writer only in 1926, and at these times would have been a relatively minor functionary in the Great Whoreganization. He wouldn't have been on their minds.

Few things in life are truly black and white.
But some absolutely are!
I think Dawkins is addressing only those cases where it is not "black and white", i.e., where whatever happens is very mild (and thus probably not physical at all - a smile, friendly words), and leaves the child with nothing remotely unpleasant and is probably not even aware of what may have been in the mind of the older party.
If Dawkins isn't, he is mistaken, as simple as that.
And the danger is that the condition, untreated, could lead to other acts where harm is actually done.
Should "thought crime" be criminalized? How? I'm against this, on principle.
The human mind, or rather brain, is indeed a very curious organ. I don't have answers for everything. I don't know where to draw the line but if I had to arbitrarily draw it somewhere it would probably be somewhat intolerant, given the risks.
Some of the issues are definitional. The whole is not the sum of its parts, else "pedophilia" would mean merely "pedo"+"philia" i.e., the loving of children, which is a most natural "affliction" for an adult. We are programmed to love and nurture children, including those of others. If we weren't that way the human tribe would have self-extinguished millennia ago.

when i read coc, i was stunned that the 2 elders (theotis french & rob dibble) were on ray franz judcial committee.
i have known these men for over 20 years having done rbc and convention work with them.
they are still elders today which means they were in their early 30's(which is unheard of for a case of this importance to have inexperienced elders to sit on) on this committee.. without revealing myself, i have never tried(but have wanted to), ask them about their on having to judge a former gb member.. then out of the blue, about a year ago, i was mentioning how hard it is trying to get younger ones to volunteer to one of these elders, and he says"this is nothing compared to to sitting on the committee that had to disfellowship ray franz".
