Snowbird, its was the same for some of the teens in our congo. They were required to do so many hours of community service as part of their senior year. They tried to use the preaching working but the school denied it. The parents complained and so the school supervisor asked them to submit paperwork of how it qualified as community service. Even that was shot-down.
The JW teens had to actually help at food banks, etc. The brothers told them if they preached to someone or placed a tract then they could also count it as field service time because it was just Satan just trying to get them out of the ministry.
If they could find a loophole to get some money for preaching, I'm sure they would.
