Europe, I might tend to agree, at least in some cases for some elders. Let's face it - humans can find stories of sexual encounters to be titillating, even if they are there to express their disapproval.
In fact, Paul, at Galatians 6:1, mentions that those who readjust others should "keep and eye on [themselves] for fear you may also be tempted." Perhaps this is not exactly what Paul was talking about, but I would agree that sitting there and hearing about someone's sexual escapades could in fact draw the hearer himself into temptation, or at least, stimulation.
Indeed all those sitting in judgement should indeed be careful - the same thing could well happen to them. Some elders don't seem to get this point - that as humans, we all sin and fall short.
