In the case of Poway, an armed congregant (an off-duty Border Patrol officer) ran the killer off, body armor notwithstanding. The agent fired on and hit the get-away car, but apparently did not harm the perpetrator. Moral of the story: mass shooters are, at heart, bullies: aggressive chickens who quickly flee any victim who offers meaningful resistance.

they were talking among themselves, totally ignoring everybody walking past them.

When I left about twenty minutes later they were still talking to each other and ignoring all the potential converts walking past them.
I think this is the the cart witnessing version of "the Pioneer Shuffle", going through the motions with as little effort as will be tolerated.

I use Android with Chrome, but the process is similar for all devices. First perform a full power-off and restart. Then (before visiting any web site) clean the browser history, including images etc. but saving your login IDs and passwords (most cookies are safe to keep; but .jpg, .mpg, etc. files can contain scripts to hijack your browser--those are what we're trying to shut off).

Has it ever occured to anyone in the USA that your country is just too big to manage as a fair democracy (in terms of people numbers not land mass) and maybe the whole federated states thing is becoming tricky to manage?
The US constitution does not charter a democracy per se. It establishes a federation of states, each of which is a republic with elected officials (not a pure, direct democracy). This is to temper the passions of the moment, reducing the opportunity for tyranny where a slight majority can oppress a slightly smaller minority. Reflect on our recent elections, and you can appreciate the wisdom of this. Congressional "gridlock" between House and Senate is not a problem with our system, but a feature: distribution of power so that no one part of the government has total control (except, perhaps, the IRS!).
Fairness is in the eye of the beholder. That is the reason for limitation of government powers, and for subsidiarity: making government decisions at the most local level possible, not by bodies far removed from those the decision affects.
