however, why was there no decree or letter issued by the governing body or apostles and older men and sent out to the congregations, detailing the principles of disfellowshipping?

What is really frightening about requests for reinstatement being denied, is not only a continuation of family shunning, but also belief that God is also in rejection mode. This is the double curse of putting faith in men for salvation.
i read about this topic sometime ago in one awake mag (cant rememer which one).
and from the jw perspective, he didnt know which means it took him by suprise or which makes it seem god is not as almighty as we would believe.

My take is that God was not finished creating man in His image and He needed us to battle evil and overcome it to accomplish His plan.

A disfellowshipped person is never allowed to quietly leave with dignity. Instead they’re actually announced from the platform to the entire congregation. Members understand that they’re now not allowed to acknowledge the person - even if its their own mother, child or sibling.
Just like in totalitarian dictatorships where a person who falls out of grace with Stalin or Kim Jong Un is displayed in front of everyone in a show trial.
Trying to attend another congregation where nobody knows you won't work either. Because the cult actually keeps files on its members, and if you turn up to a Kingdom Hall and claim to be a member the elders request your previous congregation to send them your file.
Your file contains information about you, how many hours you’ve spent knocking on doors, the “sins” you’ve committed, how many show trials (known a “judicial committee”) you’ve been subjected to and much more.

Reminds me of the time Ned Flanders had a nervous breakdown. He asked God - why, since he believed everything the Bible says...even the parts that contradict the other parts.
