Purplesofa, you are missing the point. The person running for office must meet both requirements. ie- be a qualified elector (they could be away for military service) AND reside in the municipality for one year preceding the election.
Just because one is a qualified elector doesn't mean they are a qualified candidate.

How could someone be "anointed by Holy Spirit" and yet not have more Holy Spirit than someone of the Great Crowd???!!! It seems they contradict themselves within three paragraphs. I've never understood this doctrine and it troubles me. Is there ANYTHING in the Greek scriptures that says or even indicates ANYONE would be acceptable to God and NOT be "anointed?"

I just read that when I got out my reasoning book.....However what do they use to back up the idea that the FD&S has always been here? I remember studying about that about 25 years ago when I was about 13 or 14 studying with a pioneer brother who studied with me.
