I would think that if this is intended to be used as a shield for liability that it would only cover, if at all, the elders MS that have been appointed SINCE the change in procedure. So the ones that were appointed by the FDS pre Sept1 2014 would still be on the hook for any issues.
Or possibly do you think that after Sept 1 2014 and also after a CO visit, if one of the appointed men did something awry the WTBTS couls hang the blame on the CO for not removing the person, since it falls into his hand at that point in time.,
