Yes, the identity of the KON keeps changing because the empires that stepped in the role stopped existing altogether.
For e.g. t Nazi-Fascist Germany became the KON in 1919, because the Central Powers dissolved in 1918. Similarly, from 1945, the Soviet became the KON, because Nazi Germany was dissolved in 1944-45. Soviet ceased as the KON in 1991 because it disintegrated. I don't think there has been a time when the WT changed the identity of the KON while the empire was still in existence.
What we see here is a succession of empires that have stepped in the role of the KON.
"King of the North" is a title, same as what we call "The President of the USA" or "Pope". The title remains the same, but many individuals will fill in the roles in succession.
For e.g., when we say "The President of the USA had declared war on Nazi Germany", "The President of the USA had resigned due to the watergate scandal", "The President of the USA decided to build a wall on the border", we are here speaking about one title, but different individuals. The individual changes, the title remains.
I don't think WT has flip-flopped regarding the identity of the KON. Flip-flop means reversal, and I don't think WT has ever reversed itself here. , i.e. they told that USSR was the KON, but then told that it isn't- while USSR was still in existence.

by mikeflood infrom bbc news "five jw's from the kirov region detained with about $ 7,500 accused of funding and organizing meetings....they found literature...and two hand granades and a landmine".
the russians are such idiots planting evidence....and quarrelling with the neutral and sheepish jw land...and of course inflamating their persecution complex.

It is amazing to me that JWs use their persecution in Russia as proof they are the true religion when there have been so many religions persecuted and banned before them and since them.
Interesting. Can you list down all the legally registered religious groups that have been declared as "extremists"? Not just persecuted, but legally declared as "extremists"? Please include only religions, not nationalist or fundamentalist groups.

Given that there was a time when they decided it wasn't the USSR and didn't know who it was, it's not only a demonstration of their flip flopping but that they are just guessing.
Interesting. Can you elaborate more on this? When was the time when they flip-flopped regarding the identity?
As far as I remember, in 1800's Germanic empire under Wilhelm was the KON, followed by Nazi Germany as the KON under Hitler before WW2, then followed by Communist bloc under the soviet union as the KON till it broke apart in 1991. When the Soviet disintegrated, WT announced that it would wait and see which empire assumes the identity of the KON.
I may be wrong, but I don't remember when they told that Soviet isn't the KON and they don't know who it is (both at the same time).

memorial attendance was also way down and the circuit assembly had hundreds less people than what is typical.
my jw family has even mentioned it.

J.W.`s and Paradise and the Reality of it.

Public and Study editions of the Watchtower and Awake comes from Canada Bethel directly to the publisher's home through post. Like the old subscription model. Postage paid by Canadian Bethel
Other literature comes by freight to India Bethel. Loading/freight charges paid by India bethel. Not sure if the funds are sent to those branches for the literature. The boxes that come from these countries are marked as "charitable material inside".

p.s. what did they mean when they say they don’t print their own literature. Do they pay a commercial company, or do their ship it from another branch
Slim, the magazines come from Canada, lietrature from the US & Germany and Bibles from Japan.
Additional info:
1. The letter is not a hoax. I was read in all congregations in India and is true to its word.
2. Old Bethel sale: The old bethel was built by funds from other countries. The restrictions on foreign funds came in between the construction, and the commercial contractor who was building the branch negotiated with its US Head office and kept the construction going. Due to its locality, the branch once sold will generate money enough to keep the work going for decades. Hence the call for conditional donations.
3. New bethel: The new branch office will be located in a major city in a plush business district. It would be similar to the Indonesian branch which is currently in a skyscraper. The political scenario of India is frightening and hence bethel complexes need to be housed in business districts to keep them away from vandalism.
4. Sale Proceeds: The money gained from selling the old bethel will not be sent back to the HQ, as there are restrictions around that too. Hence, all that money will be put into further operations in India.
5. Kingdom Halls: The KH building work has been accelerated even before the letter was read. 6 kingdom halls have been built in the past three months in my city itself. All paid by the branch, without any obligation on the publishers. All the kingdom halls are located in business districts or complexes. The reason for this is that standalone land is almost impossible to purchase for building a christian worship center.
Publishers who were meeting in a run-down shaggies are now going to huge complexes for their meetings. As per the recent update, 100 such properties are purchased across India for kingdom halls. By 2020, all congregations in India will have a kingdom hall. Thats what my source says.
By what I have seen until now, WT is not lying in the letter.
