In a way it was Rutherford's social experiment. He was always seeing how far he could push people before they resisted, be they WT adherents or government. With government he pushed the freedom of religion envelope too far i.e he FAFOed. He got to spend some time in prison and his health suffered from then on.
As to people, he squeezed the Bible students to the point where everyone who would resist had gone. The Bethel culture was made up of company men who would follow any order.
What was that diary/memoir of a new boy? The bit where a guy jumped off a building and the guy in charge didn't care, just was grateful that the "bastard" hadn't done it on the street side. I imagine people like that were perfectly capable of administering the lethal level if ordered.
