Actually, any building on the site did not present problems with blocking his view IF the JWs had held to their agreement with him. Besides, HE was there first, not the KH. The neighbor is not being unreasonable. A workable option was in place that would've preserved his view and allowed the JWs to build the KH.

Ask them to show you the scripture that specifies the exact length.
They won't be able to do it.
Now point out that, since the scriptures do not say, any opinion is human opinion....and, therefore, cannot be made into a law.
As Quandry said, "a man should not dress or look like a woman". This was the whole reason for the scriptural mention of long hair on a man---if he was doing it to pass himself off as a woman, that is what the "sin" was. It wasn't a general prohibition against a man's hair-length being long.

The CO visit this week he says" In August..."

everything is up to script, in other words, every co in the country are givings the same talks in the local congregations they visit.
what got me to cringe is when he said at the meeting, trying to encourage everyone to pioneer this august; he said :" you know this october it will be 100 years since gods kingdom began ruling, remember what happen when joshua told the israelites to march around jericho on the seventh day, and what happened when they let out a great war cry?

Congregation Pledge Disgusted Elder
by rrb2016 inat the meeting the other night, the elder who had to read the announcements, which included the $$ info for the new donation arrangement seemed downright disgusted as he read the announcements and asked for the vote.
he said, "well, here is another organizational change" as he read the letter about the discontinuation of the 2nd meeting during co visit.
then after they voted, he said if you have any questions ask this other elder as if he wanted nothing to do with it.

"The elders in congregations without loans or those having standing resolutions to support Kingdom Hall construction worldwide should take a confidential survey of all publishers to determine the amount of the new resolution. This can be done by passing out slips of paper to be filled out anonymously by the publishers indicating how much they are able to contribute monthly toward local congregation expenses, including the resolution to support Kingdom Hall and Assembly Hall construction worldwide. At the time the survey is taken, it may be helpful to also review with the congregation the average monthly operating expenses that need to be covered.
....All other resolutions, such as those for contributing to the worldwide work, the Convention Fund, the Traveling Overseer Assistance Arrangement, and the Kingdom Hall Assistance Arrangement, should continue to be honored.
....Each congregation should establish its own resolution to contribute to Kingdom Hall and Assembly Hall construction worldwide and submit the resolved amount with its monthly remittance to the branch office."
