All special full time servants are required to practice toilet paper conservation. Each special full time servant is allotted one (1) roll of special ground wood TP per week. We would expect that no more than 2 sheets will be used per each visit to the WC. In this way consideration is shown for dedicated funds and it will not be necessary to exceed the regular allotment . I can't imagine prevailing in such a suit in the US. The courts are reluctant to enter "church" business. Did you willfully become a member, associate, publisher or whatever the name of the month is the dubs now use? Then I would expect the courts to tell you in so many words "too bad you did it to yourself".
