Having worked for many years in the West Australian health dept as mentioned I can say there will be no philosopy to force a 'no-blood' for everyone regardless of beliefs. There will be times when there is a disagreement between doctors and hospitals and these things happen. This will be on case by case and it is not policy.
I had never heard of these contracts but the underlying reasons for not using blood would be financial. The Wa health services are forever strapped for money even if the said Mr Fong spent (allegedin the press) spent some $300,000 renovating his office.
WA blood collection is to very high standards. Blood can not be sold in Australia by donors to do so is illegal. So no druggies coming in off the streets to sell a pint for money. Donors are very carefully screened.
Kaleeya was a small private hospital run to world best standards and a leader in the use of no blood surgery.
Official posters were issued and put up in hospitals in the public view for patients their families for all to see to the advantages of no blood. As for the many other things mentioned i can offer no opinion.
