The radio was used to promote Rutherford, not spread any message. The Watch Tower Corporation is a publishing, real estate, and event sponsoring business. Radio is a "competing" media and can not generate profits within the current business model.
Rutherford was the P. T. Barnum of religion. He staged and manipulated people and media to get headlines and recognition. He staged riots, organized picketing demonstrations, had his records played on the radio, and set up confrontations on every front imaginable. Rutherford promoted himself.
He had school children demonstrate for him by refusing to salute flags and sing certain songs. He had fund raisers enter closed neighborhoods with an unfriendly message. He promoted rejection of military service and went to prison for that. He even turned his own felony into a opportunity and actually the appointment doctrine is based on Rutherford's felony.
Knorr took the Society anonymous. There might not be a big demand for anonymous radio speakers today either.
