Works of the law can be observed and judged. Faith is personal and subjective; therefore it cannot be tallied and calculated by the middle managers. Therefore, faith has been redefined as: number of comments per meeting (aka "expressing your faith"), sales hours per month ("the ministry"), managerial aspirations (aka "reaching out"), good sales technique (the TMS), your downline (bible studies), and sales meeting attendance (the old Hebrews 10:24,25 trick).

It's a scam. The works are hyped up, and then adjusted to benefit the Mother Organization. Service is hyped as the primary work. Meeting attendance, participation in parts at meetings, building projects, and studying the Watchtower publicationsBible are secondary works. All of which increases their membership while keeping the members from enjoying themselvesout of trouble.
What "law"?
Because the majority are not christians - they are merely the companions of the annointed. Therefore acording to Pauls words in Romans they are still under law and are subject to sin because of that. In reality its a man made rulle designed to bind up and burden the r & f in order to maintain their loyalty to the Borg.

Because they've changed all the scriptures that say "believe in the Christ and you will be saved" to "EXERCISE FAITH in Jesus and you will be saved" and so they have to have a whole load of burdensome works to make you feel like you're exercising faith!!
