I can just hear two sisters in service the next day

We had that marking talk last night

and they never told us the qualifications for discouragement.

I still dont know who to talk to and who not to talk to

Nvr. Did your brother tell you what kind of marking talk was used? What was the title of the talk? Did his wife tell him the title used and scriptural basis cited? This is new to me. "Willful" vs. "Discouraged" inactive ones???

Either way, if this is true, the society is backing away from the past thinking and teaching in print that any inactive person is still a sheep needing the Elders care, that an inactive sheep was in a spiritually sick condition.

So, giving a marking talk without any printed material from the slave changing the view on inactives into two classifications would be null and void. I would have to see the printed materials on this "NEW" understanding "Willful vs.Discouraged", and it determined that such and such is so.

    Great one!!!

My situation with the elders was so unique that they can't mark me. To describe the situation fully doesn't make me look bad -- only them!!!

And that is a misuse of marking (no doubt, due to his previous position/status), since marking is for a person actively involved that is causing problems, not a person who is out and doesn't want to be bothered.

    Excellent point!

It was punitive and preemptive, and as Blue suggests, not "legit" even by WT standards.

But why should that be surprising?

The elders within the local BOE are often not in agreement with what is presented in such talks, and if they are, the talk may then be "spun" by the elder giving the talk.

Used to see it happen all the time when I was an elder.

So how do they distinguish between the willfully and non willfully inactive JWs? Do they now mark all those they consider willfully inactive? With the dubs the underlying policy is to prevent the spread of anti FDS ideas in a very strict and comprehensive manner. Criticisms is what they fear above all, they don't stand a chance against them.

    I like Greendawn's point here:

So how do they distinguish between the willfully and non willfully inactive JWs?

They're essentially asking the active JW's there to judge the heart motives of their inactive members. They're encouraging them to all become judges, Pharisees, deciding who they can look down on.

And what if there are disagreements among congregation members about who is and isn't "willful" in their inactivity?

This could cause divisions in the congregation! (I think that is fantastic.)
