The standing on street corners holding the mags, never happened in Britain. If it did I never heard it mentioned. We were encouraged to do "street witnessing" that is speak to people as you walked along the street while on door-to-door work.
The standing on street corners for this "important work" and getting nowhere, just another way to say you have done your servcie.
I've watched JW's work my road and wondered why do they bother. I watch two sisters work their way along, chatting, half heartedly knocking on doors. Maybe out of 50 houses get 3-4 answers, and then spend about 10 seconds making the offer. Then at the end they stand on corner make their notes, then go. Probably feeling good because they have done their hour in doing this "important preaching work" and not be seen down that road for another 6 months.

Yup... the Golden Age of the "preaching work" has ended. The days of raising controversy is over and all of the major free speech court battles ended decades ago.
All of the greatness of the past "preaching work" was nothing more than publicity stunts designed to agitate and get attention. Now that the public is bored of the antics the JWs can't get any more exciting attention.
When people ask me how they should handle JWs I simply tell them: Don't even engage JWs. If you talk to them with any indication of interest you will encourage them and give them a boost of excitement. If you contradict them you will trigger their "persecution reflex" which will embolden them. Don't even engage them. Just ignore them and allow the slow process of depression and exhaustion wear them down and consume their spirit.

“Our membership in The Church of Jesus Christ of Latter-day Saints is a precious thing. It isn’t a simple or ordinary thing; THIS IS THE CHURCH AND KINGDOM OF GOD. This is the kingdom of God on earth. This is His work in which we are engaged,AND THERE IS NO MORE IMPORTANT WORK IN ALL THE WORLD THAN THIS WORK. It concerns the eternal salvation of the sons and daughters of God, those living, those who have lived upon the earth, and those who will yet live. No people have ever been charged with a greater, more inclusive mandate than have we, you and I. Our work, given to us by the Lord, encompasses all of mankind. We need to stand a little taller, be a little kinder, be a little better, each of us, than we have been” (Houston, Texas, regional conference, priesthood leadership meeting, 19 Sept. 1998).

There is a reason why people are still out there doing the work by hand. That limits the availability of free time for the purposes of having real fun. I have seen Puketower front pages featuring a family out in field circus, while the children watch jealously at the other Witless that is decried as spiritually weak for going out in recreation. How else are you going to keep the people, especially the children (many of whom are at that age where they are natural scientists), from doing their own experiments and research?
Besides, if the latest material was on the official Web site, it would take about 10 seconds to type in other sources into a search engine and get about 15 million hits, most of them apostate sites. The last thing they want is to have someone look at an article and then find another Web site on the subject where the fallacies are being blown open. Thus, they have the people out in street work where it is impossible to take the magazine and find a critical article on the spot. (I sure hope that changes when the iPhone becomes more popular, so people can take out their iPhones and do on-the-spot comparison that will result in more of these wastes of time ending up in the trash).
I bet that, even then, there is going to be the push to get people out in field circus. Even if it is total waste, at least it does stop the members from doing research. It also stops them from making a decent living, courting the opposite sex (and, in the case of true gays, the same sex), and actually finding that life out there in the world. The more they can stop people from getting involved in the world by keeping them in field circus, the better control they have.
