Perhaps this 'attitude' explains why the bOrg is willing to protect and even pay out to protect child abusers and yet disfellowship people who claim to have been victims!

Probably, although the setting (a typical "vice catalog" listing the "sins of the Gentiles" in a rather stereotyped way, a topos of contemporary Jewish literature -- Romans 1, 1 Corinthiens 6, Galatians 5, etc.) somewhat moderates the import of every particular item. Paul doesn't single out homosexuals from the rest of "pagan sinners".
