I see this as an underhanded move by religionists. Call it what you want, a moment of silence, or Silent Reflection and Student Prayer, it's a way of reintroducing prayers into PUBLIC schools.
It's similar to the way religionists tried to first introduce Creationism as science in public schools, and were hindered. So they came back with the same idea in the guise of "Intelligent Design".
If believing parents want to conduct prayers and meditation in their own home with their children, that's where it should be. It shouldn't be a ritual at a tax-supported schools. Because of the ritualistic nature of such a silence, it borders on or accomplishes violating the "establishment" clause of the Constitution.
