OMG - you guys are still spewing this stuff? I was involved with a conspiracy group in the mid 90s and they were jabbering this stuff, telling us it was some sort of chemical weapon. Now it's weather control or something? Lol.

The German report is not accurately translated. It is not about manipulating climate but about manipulating "weather charts" used by meteorologists. They see a cloud on the radar but there is none.
The reports says this is some military anti-radar-stuff not to be seen by the eye. Military planes let off so called "Düppel" (Wikipedia told me technical term is 'chaff' in English) which is some plastic with metal to camouflage other planes from radar.
However, the idea of inhaling this is not too pleasent to me. I have just sent an e-Mail to the Green politician who said in the video he would make an official request to the government of North Rhine-Westphalia.
No such thing as the Goverment testing on civilians. Never mind the procedding article. Go back to sleep. The goverment loves you.
US admits germ war tests in Britain

WASHINGTON (Reuters) - The United States has acknowledged it carried out a sweeping Cold War-era test programme of chemical and germ warfare agents in Britain and North America.
An unknown number of civilians were exposed at the time to "simulants", or what were then thought to be harmless agents meant to stand in for deadlier ones, the Defense Department said. Some of those were later discovered to be dangerous.
"We do know that some civilians were exposed in tests that occurred in Hawaii, possibly in Alaska and possibly in Florida," said William Winkenwerder, assistant secretary of defense for health affairs.
