I don't think that is going mainstream, rather I think it's just cutting back activity.
Going mainstream would imply that they are actually adapting their message and practices for the current times. This is not happening. They have no dynamic services, their leadership is old, they have nothing for young people, the roles of women are still stuck in the kitchen, and they have yet to veture out of printed media (the internet is here people!)
Cuttin back, yes. Going mainstream, no.
Going mainstream may come in the future, in fact, I think it has to for their survival. Time will tell if this is the beginning of that process.

It's all about the $$. Less money = Less activity, fewer and cheaper publications.etc.
Hopefully they will become dormant.

mainstream for me would be cancelling shunning (keep DF if they like) and stepping out of their members medical treatments

Do they go mainstream or do they collapse within on themselves and become reduced to an even more controlling cult?
The signs are there as posted initially...it's how they react and go from here that will decide if they become mainstream or not.

RULES & REGULATIONS
The dwindling contributions,teens running out the door,lawsuits,less interest in the message,the internet,and "the end" never coming has changed how the WTS do things. The lawyers run the show. Run it like a business. As business declines,spend less on operations. Sell off buildings,buy cheap paper,shrink books,move conventions further to save money,and try to lighten the load a little before all the members leave.
