what about Scottish men, don't they wear a "skirt"?
Funny thing I wore a kilt at my wedding and at first the elder was freaking out but he did not have much of a choice to accept it, I told him it was part of my tradition ( I,m part Scottish) and there was nothing religious about it.

They do not want the "sisters" to show off their shapes. Slacks would reveal their butt shape; a dress simply hides it. And they couldn't attract the attention from the "brothers", since the Washtowel Babble and Crap Slaveholdery Corporation wants them to become sexless God-machines and to join their Value Destroyer Training School.
Never mind that what usually ends up happening instead is that they become pedophiles and homosexuals.
