Good lord. If this is, indeed, the reason to move, it shows just how much liability they expect due to laying off Bethelites: A LOT!
With all the very recent investment in property and improvements in and near Wallkill, I'd say this is a very recent decision by the GB.
This will also enable them to lay off hundreds of more workers during the transition, simultaneously securing free health care for the remaining Bethelites.

Perhaps someone should alert the Ontario Health Insurance Plan regarding this development.
I doubt that WTS will move American Bethelites to the Canadian Branch though. There are likely plenty of Canadian Bethelites who will be more than happy to do the OT for God's Glory™. Besides, there are enough hoops that people have to jump through in order to qualify for "free" Universal Health Care benefits to make it not worth the trouble (unless you declare refugee status, of course). It would be expedient to just maintain a Bethel staff of Canadian (already covered) individuals, rather than apply for immigration status, visas, work permits and health care coverage for the number of people they might think about transferring up to Canada.
Oh, guaranteed it's just a cost-cutting move - it's more efficient to print 100% of all magazines needed for North America in one location, and 100% of all other literature needed for North America in another location. No transfer of personnel needed - just shift the equipment around, do a little training, and save a lot of $$$.
They are doing a lot of cost-cutting lately - how bad is their cash flow situation? Looks like Jehovah isn't providing any financial tips along with his "spirit direction".
The whole Health Care angle is a very good angle to look at. The other may also be the economy. The economy here in Canada isn't as shitty as it is in the US.
Also, Ontario's loaded with the pulp and paper industry. It makes sense to move printing there since it'll reduce cost of shipping.
