Satanus,
Actually, the priesthood/kingship division on ethnic grounds (different "tribes" from different ancestors) in the Torah is rather a correction than a reflection of old Israelite history as some redactional slips (e.g. 2 Samuel 8:18, the sons of David were priests, suppressed in Chronicles) attest; cf. also the ideal king-priest Jerusalemite tradition as embodied by Melchizedeq (Psalm 110, which was not initially a "prophecy"). Ironically, central to this legislation and (re)writing of history is Josiah's kingly "reform" which suppresses all sanctuaries and priesthoods except that of the royal sanctuary of Jerusalem. Not quite like a church/state division. And the offices of high priest and king were united again in the Hasmonean period.
The "xenophobia" is indeed strong in some key OT texts (Deuteronomy, Ezra) but not all. The ideal king Solomon is depicted as very Gentile-friendly (way too much for the 'Deuteronomistic' historian of course) : he marries the daughter of Pharaoh, builds the temple on Tyrian standards and cooperation ; so are the patriarchs in Genesis (Pharaoh, Abimelek, etc.). Books like Ruth or Jonah directly oppose the xenophobic trend. Wisdom texts in general are remarkably "international" (Proverbs borrows from the Egyptian Amenemope, Psalm 104 from the Hymn to Atum, Job is conspicuously a non-Israelite, and so on). The diaspora 'novels' (Joseph, Esther, Daniel) also promote a positive model of "integration" (although mixed with resentment in the case of Esther). The picture is more complex than appears at first sight.

The majority of the Quran is a political document. Unlike the roots of Christianity, Islam is a complete, interlocking, belief/political system.
