My guess? The old lady contributes heavily to the locals - monetarily. They don't want to upset the money cart. (She may also have them as beneficiaries in her will...)

They don't care about that stuff unless:
1. It involves making JWs look bad in the community, which it probably wouldn't there, as it's an accepted custom.
2. It costs them money or to lose money.
3. It becomes a big stink among some super Witnesses in the congregation.
Otherwise, you could probably do darn near anything and they'd be all ho hum about it.
