Did you just stick a pin in your bible and choose a verse at random?
Please read the OP again and then the longer explanation at this link and then tell us specifically what Num.15:30,31 has to do with the topic.
"If an Israelite farmer found an animal "already dead" he was free to eat
it with impunity. - Lev.11:38,39. Once an animal has been dead for more
than a few minutes it is physically impossible to bleed it, so under
these circumstances the Law is giving permission to eat unbled meat." Cofty
Yes that is what Lev.11 says. Compare Leviticus 17.
Numbers 15 has nothing to do with the price of fish
Deliberately violating any law subject to "cutting off" = eating un-bled meat.
(Numbers 15:30, 31) 30 “‘But the person who does something deliberately, whether he is native-born or a foreign resident, is blaspheming Jehovah and must be cut off from among his people. 31 Because he has despised Jehovah’s word and broken his commandment, that person should be cut off without fail. His own error is upon him.’”
There was NO LAW against eating unbled meat of an animal found already dead. None at all.
It resulted only in temporary ceremonial uncleanness exactly the same as if you had buried the dead animal - or had sex with your wife.
