Since there are 105,298 congregations worldwide, according to 2010 Service Report, that would require only 1.4 person in each congregation to see that as an invitation and to fill that opening.
I think they will stick with "Our invitation campaigns are working. So many come to the memorial and partake because they don't know any better. Keep helping them with home Bible studies and recruit them so they know better."
