Ya now i see what you mean and i don't advocate loosing your cool, even tho i would have been breathing down his neck. But in reality I think your really tryi ng to get it resolved peacefully which is the best and ideal way.
Don't let them bother you, or use you like this. I seriously hope you find a solution because it is totally unfair that you pay for these free loading hippies
If you have access to an electric fence unit you could hot it up (to keep the rodents out) . . . but maybe try the above suggestions first
Motion detector lights and camera. Costs about $100.00 total. You'll have added security and the neighbor will go find someone else's trash bin to throw his crap into.
BTW, we are dealing with a recycling thief. We have to pay for a recycling bin. A local contractor picks it up. He and his little company make money by picking it up and taking it to the recycling place. A nasty job by anyone's standard.
I caught a group of dirty, filthy men in a pickup late at night going house to house taking all the recycling stuff. They were stealing from the recycling people!! It might not seem like much, however, the people that do it for a living are losing on all that trash. The recycling people come in the morning after the trash men and pick up the recycling bin stuff.
I yelled at them and they turned their vehicle around and turned the lights off and left. I have seen them in other areas, just not ours. Unbelieveable what people are doing now.
fit a padlock to your rubbish bin.
I would take their trash back out of my trash can and place it on their door step. Preferably unbagged and scattered all over his porch.
I would put an invoice in their door.
Trash left on the street for pick up is available and open to the public. I don't think there is much you CAN do about it unless you can make an agreement with the trash people to go on your private property to pick up trash (but don't be surprised that they would never make the effort to actually do so).
Mammalove nailed it. Start invoicing him. When he doesn't pay, sue him.
