  Handing out rancid literature to people is not going to feed the hungry, put unemployed people back to work or instill confidence in buyers and lenders enough to rebuild the economy. This is just another fantasy. One variation of this urban legend I heard was JWs that set up relief after Hurricane Andrew and got praise from the military.
