Photoshopped, I think so too.
1) Look at the space between Herd's legs, at the wooden structure, it's a blurry mess.
2) Their ties. Same colors and tones, but the other brother's tie is a little hot, burned out, over exposed. Exposure on Herd's tie is perfect.
I guess a real photo of a GB in service wasn't possible after all. Sad.
Definitely p-shopped . . . and not even that well . . . the lighting and resolution on the two images is totally different.
It does prove one thing . . . the GB are the happiest people on earth . . . how happifying!
I notice that the guy on the left has his hand on herds shoulder...can see two pinky fingers.
But the grass at herds feet is way to blury even for being out of focus i reckon. Even back at the same line as the bags where the grass is sharp on the left it is a mess at the right. The lighting on Herd is all wrong i agree.
And who would wear that suit for door to door?
Now if only the dude on the left spoke up at the meeting and said hey! Herd wasnt in that shot, it was brother so and so!

Actually, they don't look like pedophiles, as there isn't a particular look to them.

To recap, and a few new reasons why it's likely photoshopped:
1) The grass on the bottom right of Herd is definitely off.
2) The colouring and definition of Herds' book bag is way off. It almost looks cartoonish.
3) The natural sunlight of the guy on the left is not shared by Herd. The light comes down just past Herd, so it would've hit him too, I believe.
4) Total speculation, but the left of Herd's face by his eye seems 'off.' It goes straight down, like a ruler almost. Could be natural.
5) Herd's left hand, by the other guy's groin is 'off.' It sticks out of the picture with too much definition and 'pop', and doesn't look natural.
The guy on the left must have borrowed his suit from a larger man.
It's too big on him.
There is an unnatural line along the right side of the tree.
Looks like the tree was added later.
Looks like a chop and paste job.
Even though I am positive WTS is a dangerous mind-control cult, I am usually slow to pick on all minor things JW. I mean, some things they do are not as bad as people here want to say.
I could say it fits the caption- they wanted to pick a GB member so there was no doubt among the believers that they were showing someone with the heavenly hope.
But c'mon. This is the same type of mock humility as the pope ceremoniously washing people's feet. They could have easily shown these two sitting in chairs at the Kingdom Hall or meeting each other over a table or in the hallway. They could have split the screen and showed one guy in his chair at a disctrict convention listening and the other side could have the mayor of Buffalo GB member.
