why? perhaps he never foresaw that the automatic evolution process would progress to the point where suffering would last so long to cause pain to be remembered and be recognized by intelligent beings.?

One Witness explanation to me was that the animals suffer and die so that humans can understand what it means. More or less as an object lesson to deter us from ever straying from our Loving God.
