You make an excellent point. Closing down large branch offices has a clear financial benefit, but this is harder to see in some of the tiny branches that have been closed down. There may well be legal reasons behind it.
I suppose any such legal reasons, if these are oriented towards reducing exposure to lawsuits, are financial considerations in-and-of themselves. After all, branch committee members are unsalaried (or on extremely low pocket money). However, then they get things wrong - THAT'S when the Society needs to start spending big bucks.
