but surely the closure of tiny regional offices , often with missionary accommodation attached which have to be relocated elsewhere just has a marginal cost saving , if any.

You make an excellent point. Closing down large branch offices has a clear financial benefit, but this is harder to see in some of the tiny branches that have been closed down. There may well be legal reasons behind it.

I suppose any such legal reasons, if these are oriented towards reducing exposure to lawsuits, are financial considerations in-and-of themselves. After all, branch committee members are unsalaried (or on extremely low pocket money). However, then they get things wrong - THAT'S when the Society needs to start spending big bucks.

A major factor will be whether they can afford to run the branches despite the justifiable growth -

Mr. Cedars, your occasional watchtower analysis is a fascinating subject of my interest. So in effect, you are posting that the Watchtower growth in developing countries justify the preservation of branches to cater for needs of those growth? I think, the developing countries that significantly depends on development assistance from western countries cannot sustain themselves. Therefore, they must depend on the Watchtower for sustenance. probably, the Watchtower is going to think hard and make an assessment about the wisdom of aggressive proselytization in developing countries where long term branch sustenance might be in doubt.
