And no one would look at them anyway. in Sydney almost anywhere you go in the city there is someone trying to solicit this, sign you up for that or give you some pamphlets or fliers. They're everywhere, especially in Central station and that so jw rubbish is just one more thing to walk by quickly and ignore.

The irony is, if you look carefully at the picture, that they were enjoying a Navy band, playing for the 2013 International Fleet Review
The Navy band would have needed to get permission to perform their , I wonder if the winesses got such permission to display their literature in front of the band.Maybe the organisers of the band should lodge a complaint with the local council . Was this covered by a newspaper local or otherwise jwfacts ? If so I would be one to make a complaint via a letter to the editor .just saying

Yes, I saw some sisters wheeling these things around while I was on holiday and couldn't believe it!
Do they realise how scrappy it looks?
It looks so unprofessional in my opinion.

I forgot to add, these sisters did not have 'literature carts' but had improvised with an old warehouse sack-truck...

H'mmmm, seems like the perfect opportunity to stick some labels on the inside of the WTBTS propaganda. How do labels with URL's like www.jwfacts.com, www.jwsurvey.org, www.freeminds2.org, or www.freedomofmind.com sound?
Do that a few times and JWs may stop using unattended carts.
Peace be with you and everyone, who you love,

There was a test made in ou circuit back in France ten years ago. We either had to "wear" the publications, "sandwich man style"- which got some sisters into awkward situations (there was a sign saying "help yourself...") - or stand next to one of those carts and give away magazines or simply smile...
In France, JWs have/used to have stands on markets, but this meant they had to pay a fee and request an authorization, which very often was not given. With those carts on wheels, they don't need any. If they're told to move, they move a few meters away or to another street corner. -

There's a couple that have an identical cart in Newcastle too.

Paranoia Agent: looks to me like it's in the mall at North Sydney.
I pass a similar setup about once or twice per week at the exit of the North Ryde train station. Quite often there are 4 of them and, to ensure they don't look too much like it's just a 'get together' they sometimes split into two groups. If there are only 3 witnesses then they cluster in a small group, stand with coffee in hand and, probably, judge us all for being wordly and trudging off to work instead of supping at the table of Jah.
